State Visit Delhi May 2024-Meeting with SCOPE/Meeting at MOL/ Meeting with DG ESIC and SRO ESIC Okhla

Kindly refer to your mail dated fixing Appointment @ 12 Noon on 17th May 2024 involving my Mail to Union Labsecy. It is unfortunate we couldn’t meet due to your other emergent assignment but the meeting did take place with Mr.Chaman Guleria Deputy Secretary  attached to your Department  @ Shram Shakti Bhavan.

I took the opportunity to brief Mr Guleria involving a presentation on IGFP Activities promoting Safety, Health and Social Security with Focus on Vision Zero. Hard copies of which along with Points discussed were left with him:-1. Vision zero Focus in OSH Code 20202.Coverage of Construction Workers with Focus on Stand Alone Construction Workers in Real Estate Building Sector:-  Through BOCW Act/ e-Shram Portal by utilizing Resident Welfare Association NGOs etc,3.ORERA Advisory Issued with coordination of IGFP could be Utilized for vacation of stay involving  ESI Scheme

4.IGFP As Trainer on Vision Zero for State Construction Board- Advisory from MOL( Prof Noetel Mail Dated 18.03.2018)

5. Invitation to Union Labour Secretary to Inaugurate Joint Training Program for Industries of India & Malaysia on 31st July-1st August 2024 @ Kolkata being Hosted by Bharat Chamber with support of PERESKO Malaysia/ DGUV Germany/ NSC of India/ ISSA ILO ( TBC ) At the end I requested Mr Guleria  to send A Feedback of our discussion, besides presenting him Two Safety Posters for display @ Ministry which can greatly impact our efforts for ” No More Accident Fatality @ Workplace with Welfare measure for A Secured Workforce “

2 I could meet Mr.Rishi Kaushik  OSD to Union Lab secy who has just joined & very cordial positive in our 1st meeting 

I handed him over A Folder for Union Lab secy containing a copy of Presentation along with Formal Invitation of Bharat chambers for requesting Madam Secretary to inaugurate joint training program on Vision zero for Industries of Malaysia India on 31st July 2024 @ Kolkata.

At the outset thanks for arranging meeting with Mr Khan Head of Corporate Affairs to discuss IGFP proposal for Online Training program on Visionzero for Central PSUs today @ SCOPE HQ Delhi.

Infact this gave me for both of us recollection of past years involving SCOPE & ESIC with your predecessor always positive in taking such Govt programs for Awareness building ect.

We had a good discussion wherein I explained objective of Visionzero Training program “ to build A Zero Harm Culture with Zero Tolerance For Accident Fatality @ Workplaces “ which assumes importance due to increasing industrial accidents with Central PSUs no exception.  I handed over papers of Odisha Labour department which with our cooperation could train All Safety HR Officers of industries including of Government department by drawing An Action plan culminating in Feedback workshop with support of Dr Fuellemann Switzerland & Speakers from our Germany Partners led by DGUV ect.

He wanted A Text containing  meaning/ strategy of Visionzero for which Flyer Brochure of Bharat chamber was handed to Mr Khan who will use to write to All PSUs involved in States

2 It was discussed we may start sometime in july 2024 & to charge Participant Registration fee ect

I have requested him to send a confirmation mail involving today discussed  { Also enclosed Feedback Message received from GM Safety RSP A Central PSU which has attended our VZ Online Traing 2023 }

since Dr Fuellemann Switzerland alongwith German Partners will be available @ Delhi on 17th June 2024, we may explore if a meeting can be arranged by SCOPE to have a discussion also same day for which Kristina Eger of BG BAU who coordintes IGFP Activities in India may like to take A Call.

4 @ the end I presented him Two Safety Postures which May be displayed in SCOPE Boardroom/ Prominent place which will exhibit importance given by Top Management which incidentally is the 1st of 7 Golden Rules of Visionzero ( Photo enclosed )

As for use of AI in OSH, as brought out by Me- We should simply not copy the Model of Developed countries but tune to our Vast majority are Unorganized informal contract workers with Small industries/ businesses occupying significant roles, besides the Privacy Issue. Of course 1 area where AI could be used in High Risk Hazardous industries with impact to Save A Life particularly Fall from Height situations which is alarming in our country.

Dear Dr. Subrat P. Mishra, Director @ GIET,Chandikhole,Odisha,At the outset IGFP would like to record Appreciation & Acknowledgement of Great Team Work done by the Institute Ganesh Institute of Engineering & Technology(GIET) under the Leadership of Dr Subrat Dean of the college in Organizing A Multidisciplinary Workshop on Safety Health and Social Security on 16 th April 2024 @Chandikhol Odisha. A Well Structured Program covering Occupational Safety Health Wellness & Govt of India Esic Social Security Scheme with Focus on Nursing Students  The students were enthusiastic to Learn & Respect.

The Takeaways of the Workshop could be 1 Liner- Students being Game Changer, Visionzero Awareness cum Capacity Building could be helpful to reach their Parents/ Families/ Society for  Safety @ Institutions Home Road ect. in fact almost 150 Champions could be Game changer in taking forward Vision Zero further.

Release of Flexi & 9th Edition of Pocket Booklet was another significant aspect of this workshop.

Through this mail I am also thanking All the Learned Panelists for their Presentations which we will share with the institute/ Website ect alongwith RD ESIC Odisha for getting BM Chandikhol ESIC & Pharmacist from ESI Dispensary  IGFP also would like record Special mention of Mr Vikas Gaikwad ,Chief of Safety @ Tata Steel Meramundali  for promptly depicting Mr. Ajit Kumar Balabantaray, Senior Area Manager Safety,Tata Steel Meramundali as Speaker since the Scheduled speakers could not make it due to his Personal inconvenience.

Suggestion – to place the services of Nursing students of this institute in ESIS / ESIC Hospitals in Odisha & Exchange of knowledge sharing with Nursing college with ESIC West Bengal / ESIS West Bengal could be explored- A Win Win Situation to mutual interest of All Stakeholders for which Dean of the Institute may please write to Director ESI Scheme Odisha & West Bengal with copy to IGFP to support .

Celebration of Safety Week 2024 with focus on Safety Health and Social Security for Construction/Real Estate Sector of ORERA on 7th March 2024(IGFP Nr-New)

At the outset, thanks for giving opportunity to Indo German Focal Point ( IGFP) along with BG BAU ( Construction) of DGUV Germany & L & T India to make a Presentation on Safety, Health and Social Security with Focus on Vision Zero for a Safe Workplace with Secured Workforce in Construction Real Estate Sector in Odisha.

With your as Regulatory Authority has a great role in Promoting these three essential components of Indian Worker/ Industries- Safety, Health and Social Security particularly when Construction building sector is the 2nd Largest Employing Manpower in the country with Large amount of Accidents Fatalities.

Kindly as rightly agreed by you , please issue an Advisory to CREDAI & Other important players in the Real Estate Sector in Odisha to build awareness on Safety, Health and Social Security involving workers engaged by them. Infact IGFP could coordinate A State Level workshop for the Real Estate sector for Awareness cum Capacity Building for Management HR Safety officers of these builders etc.

Posture & Booklet on Safety as presented to ORERA may please be sent with Advisory for display @ their worksites to reach the message of “Zero Harm Culture through Vision Zero strategy as shared in our presentations”.

Keeping in view huge uncoverage of Construction Workers & in the process being deprived of Laudable Schemes of Govt of India ( ESI EPFO ) & of State Construction Board in States, IGFP made A Presentation followed by Discussion on 8th March 2024 with Chairperson & His Senior Members/ Officers of Odisha Real Estate Regulatory Authority ( ORERA ) on Safety Health & Social Security along with  RD ESIC Odisha, Madam Jackisch of BG BAU ( DGUV )& Dr K N Sen Senior VP L & T – requesting Provision of Minimum Safety Equipments ( PPE )/  Periodical Health Check Up & Coverage under ESIC/ State Construction Board . Collaboration Cooperation on Activities of OSH SS with Focus Vision Zero was made with  Labour, F&B and ESI Government of Rajasthan  along with CIF Director ESIS AD ESIC etc.

At the outset thanks for organizing a meeting of all senior officers of Safety, Health and Social Security of the department under your Leadership. 

The Presentation made by me alongwith with your intervention/ Advise, I am sure will greatly help concerned officers to go for “ Small Intervention but having Great Impact on our Target groups involving worker’s safety Health and Social Security in the state” 

As advised by you I have after the above meeting discussed with CIF for preparing Minutes of Meeting involving Agreement made on following issues.

Following decisions taken after presentation by Mr Sahu Director IGFP followed by Q & A session.


1. Holding of International symposium on Vision zero for Safe Workplace for industries of State with DGUV with coordination of IGFP taking care of international speakers while Local Logistics arrangements will be of Labour department.(Probable Month as Given by Secretary- April/May 2024)

2. Online training program on Vision Zero for Safety officers HR Officers Contractors contract workers in Cluster Approach with Monthly online by Dr Fuellemann Switzerland with DGUV other National speakers chipping in while Feedback workshop. Flight Accommodation will have to be taken care by Labour department.


3.  LLL Project Adoptions to educate Children of Construction workers on Safety with support of German Partners & SEWA.
4. Use of Postures Publications Safety badge Surakhya chakra are greatly appreciated by Principal secretary who advised CIF and Dir ESIS to adopt these Methodology to reach Workers on Safety Health and Social Security.

5. Building Champions to carry the Message of Safety Health Wellness Social Security to Families Workers Industries both in Organized and Unorganized Sectors of Employment Stand Alone Worksites etc.

A Small Intervention but A Big Impact as brought out by Principal Secretary should be the Game Changer in the Safety Health of Workers/Industries.
At the end IGFP presented Safety jacket Safety postures Safety and Health Human Rights booklet to Lab secy.

Looking forward to work / coordinate to innovative practical strategy to ensure Vision Zero for A Safe Workplace with Secured Workforce with Focus on Contract informal workers to whom we have yet to reach in Stand Alone Construction Sites/ Small Businesses like Tile Marble Industries/ Self Employed Start UPs etc.

I am sharing a soft copy of Postures as presented to you so that CIF can use it by sending to industries/ employers association /TUs for display @ prominent places since visual depiction will greatly influence our workers & their families .  I will be also sharing a Soft copy each of Safety Video & Pocket Booklet containing Safety Health Tips which can be translated to Local language for Circulation.
